This technique was in the Technique Junkie newsletter a few years ago.
Rub a medium blue ink over blue card stock in one direction and let dry.
Rub a darker blue ink pad over the card in the same direction, let dry.
Rub a white ink pad over the card in the same direction and let dry.
Turn the card 90 degrees and rub a dark blue ink pad over the card and let dry.
Looks like a piece from an old pair of jeans.
