Brush acrylic paint over the surface (I started with black acrylic paint on card stock, let the black paint dry, the painted on q. nickel azo gold).
While the paint is still wet, lay plastic wrap over the paint, pat it down or stretch into linear pattern
After the paint dries, peel off the plastic wrap. The authors state if you remove the plastic wrap while the paint is somewhat wet, the texture will be soft, if the paint is completely dry, the texture will be crisp. Here's my background. You'll get different results each time you do this.
The authors mention doing this technique with interference paint over a dark background. I don't have interference paint, so tried mixing some interference Pearl Ex in white acrylic paint. Base is d. purple acrylic paint on card stock. Once that dried painted over with my mixture, pressed wadded up plastic wrap on top.
The authors also mentioned repeat this technique with additional colors. Started with d. purple, let dry, then layered on yellow, plastic wrap, dry, red, plastic wrap, dry, blue, plastic wrap, dry.

The authors also mention using this technique over other backgrounds or metal leaf.
This technique can also be done with watercolors.
And there is the technique using Glimmer Mists and Plastic wrap.
